Measuring Progress in Conflict Environments
UBO Consulting implemented the project “Measuring Progress in Conflict Environments” which is a part of the joint USAID/Kosovo and US Army Corps of Engineers project. MPICE aimed to provide a baseline assessment tool for diagnosis of stabilization challenges and also a tool to measure progress in Kosova starting the period of 2004 to 2009.
Assessment focus was in five sectors:
This project allowed UBO to engage in a multi-methodology project that had never been applied in research conducted in Kosovo. By applying four methodologies (Down-Select Process, Qualitative Data, Quantiative Data and Expert Knowledge) data and the confidence in the data collected and conclusions drawn were enhanced significantly.

- Rule of Law
- Economic Sustainability
- Social Well Being
